Everything an HDB flat needs
HDB renovation covers any work that changes the finishes, layout or services inside a flat — from replacing floor tiles and repainting to hacking non-structural walls, rebuilding a toilet and rewiring the unit. Most owners need it at one of two moments: taking over a BTO that comes bare, or buying a resale flat whose finishes are twenty or thirty years old. What the job actually involves depends on the flat’s age and condition, which works HDB will permit in that block, and how much of the existing layout you want to keep.
LM Infinite works on HDB flats across Singapore with directly employed tradesmen — hacking, masonry, waterproofing, tiling, electrical, plumbing, carpentry and painting under one contract. You deal with one written quote, one supervisor and one company accountable for the result, instead of coordinating six trades yourself.
- Resale flat strip-out and full renovation
- BTO fit-out from bare handover
- Toilet rebuild with waterproofing and water test
- Kitchen hacking, tiling and cabinet fitting
- Rewiring and power point relocation
- False ceiling, cornice and cove lighting
From first visit to handover
1. Enquiry and site visit
Tell us the block, the flat type and what you want changed. We visit, measure and look at the existing condition before quoting anything. The visit is free.
2. Scope and written quote
An itemised quote covering works, materials, allowances and what is excluded. Nothing is added to your bill later without your written approval first.
3. Renovation permit
Hacking and demolition need HDB’s written approval before work starts. The application is filed electronically, with an acknowledgement form you sign.
4. Programme and neighbours
Noisy works are scheduled inside HDB’s permitted window and the renovation notice goes up, so your neighbours know what is happening and for how long.
5. Works and supervision
Our own crew runs the trades in sequence. Licensed electrical workers handle the electrical installation and HDB-listed contractors handle window works.
6. Water test and handover
Toilets are water-tested after waterproofing, defects are listed and rectified, and the flat is cleaned before you take it back.
What drives the price of an HDB renovation
We do not publish a starting price, because the same four-room flat can differ by a factor of three depending on how much comes out and what replaces it. These are the variables that actually move your quote.
- Flat type and floor area, from 3-room to executive
- How much hacking and removal is involved
- Whether toilets are rebuilt or refreshed
- Carpentry volume — usually the largest single line
- Material grade: tiles, worktops, ironmongery
- Electrical scope: new points, DB upgrade, rewiring
A cosmetic refresh and a full strip-out are different projects, and averaging them helps nobody. The only reliable figure is a quote written against your actual flat after a site visit — which costs you nothing.
The HDB rules that shape your renovation
HDB sets conditions that apply to every flat, and others that apply only to your block. These are the ones that most often change what a renovation can include — worth knowing before you fix a design.
Permits and registered contractors
All demolition and hacking of walls, partial or complete, needs HDB’s prior written approval before work starts, and must be carried out by a contractor listed in HDB’s Directory of Renovation Contractors. Work done without a permit can be ordered reinstated at the owner’s cost.
Permitted working hours
General renovation runs 9am to 6pm on weekdays and Saturdays, with nothing on Sundays or public holidays. Noisy works — demolition, removing wall and floor finishes, tile cutting and heavy drilling — are confined to weekdays 9am to 5pm and must be completed within three consecutive days.
What cannot be touched
Reinforced concrete walls, columns, beams and slabs are structural and cannot be hacked or removed, and the surface of an RC wall cannot be hacked to key it for tiling. Floor finishes and screed together must not exceed 50mm; wall finishes including plaster must not exceed 25mm.
Toilets and waterproofing
The toilet floor and wall finishes supplied by HDB or the developer must not be replaced for three years from the block’s completion date, though new floor finishes may be laid over the existing ones with adhesive. Where waterproofing is redone, the membrane is upturned at least 150mm against walls, kerbs and pipes, covers a 400mm radius around sanitary stacks, and is followed by a water test.
Requirements change, and some are specific to your block. Check the current rules on HDB’s renovation pages before you commit to a layout, and we will confirm what your block allows at the site visit.

HDB Renovation Contractor FAQ
For most works, yes. All demolition and hacking of walls needs HDB’s prior written approval, and the permit must be in place before work starts. The application is submitted electronically by a contractor listed in HDB’s Directory of Renovation Contractors, together with an acknowledgement form you sign. Purely cosmetic work such as repainting generally does not need one.
A cosmetic refresh of a four-room flat is usually two to three weeks. A full strip-out with hacking, new toilets and carpentry more often runs six to ten. Your written quote carries a schedule for your flat; the honest variables are permit timing, carpentry lead time and material availability.
Only if it is a non-structural partition and HDB approves it. Reinforced concrete walls, columns and beams are structural and cannot be removed. We check what your block allows before quoting, because the answer differs between flat types and ages.
For a single toilet or a kitchen, usually yes — we seal off the work zone and clean daily. For a full renovation involving hacking and rewiring we recommend moving out, both for the dust and because noisy works are compressed into a three-day window.
HDB does not allow the original toilet floor and wall finishes to be replaced within three years of the block’s completion, which protects the original waterproofing. You can lay new floor finishes over the existing ones using adhesive, which we do regularly on newer flats.
Yes. Workmanship is warranted and we return to rectify defects at no charge within the warranty period. The terms are written on your quotation before work starts, rather than promised verbally.
