Renovating Your HDB Flat for Everyday Living
Every HDB flat has different renovation needs. A new BTO flat may need flooring, custom kitchen cabinets, lighting and bathroom fittings, while a resale flat may require updates to old tiles, plumbing, electrical wiring or the existing layout.
LM Infinite renovates HDB flats across Singapore with our own team of tradesmen. We coordinate work such as tiling, waterproofing, electrical installations, plumbing, carpentry and painting, so you can manage your renovation through one company instead of dealing with multiple contractors.
We also consider the relevant HDB requirements when planning your renovation. If your flat needs repairs to leaking areas or damaged walls, we can help with water leakage repair and wall plastering. We can also install new lights as part of your renovation. Any required approvals and licensed electrical work should be arranged before the relevant work begins.
- Full renovation of resale flats
- BTO flats, from bare walls to move-in ready
- Toilet renovation with waterproofing and a leak test
- Kitchen renovation, tiling and cabinets

From first visit to handover
1. Tell us about your flat
Tell us the block, the flat type and what you want to change. We visit, measure and check the condition of the flat before quoting. The visit is free.
2. Get a written quote
Your quote lists the work, the materials and what is not included. Nothing is added to your bill later without your written approval.
3. Apply for the renovation permit
Removing walls needs HDB’s written approval before work starts. The application is submitted online, together with an acknowledgement form that you sign.
4. Plan around your neighbours
Noisy work is planned inside the hours HDB allows, and the renovation notice goes up so your neighbours know what is happening and for how long.
5. Renovation work
Our own team does the work in the right order. Licensed electricians handle the electrical installation, and contractors registered with HDB handle any window work.
6. Leak test and handover
We test the toilets for leaks after waterproofing, fix any defects and clean the flat before you collect it.
HDB Renovation Cost
HDB renovation costs in Singapore depend on the size of your flat and whether it is new or resale. Published 2026 estimates give a useful starting point. Resale flats usually cost about 20 to 40 percent more than BTO flats for the same design, because old finishes have to be removed and more repair work is needed.
3-room flat
BTO: about S$36,000 to S$44,000. Resale: about S$45,000 to S$62,000.
4-room flat
BTO: about S$35,000 to S$65,000. Resale: about S$55,000 to S$95,000.
5-room flat
BTO: about S$40,000 to S$82,000. Resale: about S$65,000 to S$110,000.
Single rooms
A full toilet renovation is typically about S$7,000 to S$12,000, and a kitchen about S$8,000 to S$25,000, depending on size and finish.
These are rough guides, not quotes. They are based on published 2026 industry estimates and assume a standard finish. HDB permit fees and any engineer’s fee are extra. Your cost depends on your flat, your design and how much is removed. Call us on +65 9095 4506 for a written quotation. We will visit, measure your flat and price the exact work.
What affects the cost of an HDB renovation
The same four-room flat can cost very different amounts, depending on how much is removed and what replaces it. These are the things that move your quote the most.
- Flat type and floor area, from 3-room to executive
- How much needs to be removed or hacked
- Whether toilets are rebuilt or just refreshed
- Amount of carpentry, usually the biggest cost
- Quality of tiles, countertops and fittings
- Electrical work: new power points, a bigger power board or full rewiring
A light refresh and a full renovation are very different jobs. The most reliable price is a written quote for your own flat after a site visit, and the visit is free.
The HDB rules that shape your renovation
HDB sets some rules for every flat and others only for your block. These are the ones that most often change what a renovation can include, so it helps to know them before you fix your design.
Permits and registered contractors
Removing walls, whether partly or fully, needs HDB’s written approval before work starts, and the work must be done by a contractor in HDB’s Directory of Renovation Contractors. Work done without a permit can be ordered to be put back to its original condition at the owner’s cost.
Allowed working hours
General renovation is allowed from 9am to 6pm on weekdays and Saturdays, and not at all on Sundays and public holidays. Noisy work, such as breaking walls and floors, cutting tiles and heavy drilling, is only allowed on weekdays from 9am to 5pm and must finish within three days in a row.
What you cannot remove or change
Reinforced concrete (RC) walls, columns, beams and floor slabs are structural and cannot be removed. The surface of an RC wall also cannot be chipped to help tiles stick. Floor tiles and the base layer beneath them must not be thicker than 50mm in total, and wall finishes including plaster must not exceed 25mm.
Toilets and waterproofing
The toilet floor and wall finishes provided by HDB or the developer must not be replaced for three years after the block is completed, but new floor tiles can be laid over the old ones using adhesive. When waterproofing is redone, the waterproof layer must turn up at least 150mm against walls and pipes, cover a 400mm area around the main pipes that run through the floor, and be followed by a leak test.
Rules change, and some depend on your block. Check the latest rules on HDB’s renovation pages before you finalise your layout. We will confirm what your block allows at the site visit.

HDB Renovation Contractor FAQ
For most work, yes. Removing walls, whether partly or fully, needs HDB’s written approval, and the permit must be in place before work starts. The application is submitted online by a contractor in HDB’s Directory of Renovation Contractors, together with an acknowledgement form that you sign. Simple cosmetic work, such as repainting, usually does not need a permit.
A light refresh of a 4-room flat usually takes two to three weeks. A full renovation with wall removal, new toilets and carpentry often takes six to ten weeks. Your written quote includes a schedule for your flat. The main things that change it are the permit, how long the carpentry takes to make, and when materials arrive.
It depends on your flat type and whether it is new or resale. Published 2026 estimates put a 4-room BTO at about S$35,000 to S$65,000 and a 4-room resale flat at about S$55,000 to S$95,000, with 3-room and 5-room flats below and above that. These are rough guides. Call +65 9095 4506 with your block, flat type and a few photos, and we will visit and send a written quote.
Only if it is not a structural wall and HDB approves it. Reinforced concrete walls, columns and beams cannot be removed. We check what your block allows before quoting, because the answer is different for different flat types and ages.
For a single toilet or kitchen, usually yes. We seal off the work area and clean every day. For a full renovation with wall removal and rewiring, we recommend moving out because of the dust, and because noisy work has to be finished within a few days.
HDB does not allow the original toilet floor and wall finishes to be replaced within three years after the block is completed, because this protects the original waterproofing. You can lay new floor tiles over the old ones using adhesive, and we do this often in newer flats.
Yes. We fix defects at no charge within the warranty period. The terms are written on your quotation before work starts, not promised verbally.
